South of Clear Creek, Friendswood is in Galveston County and inside TWIA. North of the creek it is in Harris County, west of SH 146, and outside TWIA: no windstorm certificate for a re-roof there.
The Friendswood ISD side of town. A re-roof, a repair past TDI’s 100-square-foot line, or re-siding a significant portion of a wall is built to the adopted windstorm code and inspected, and TDI issues the certificate. Ask any contractor quoting here how many inspected roofs they have built recently.
The Clear Creek ISD side. Harris County is TWIA-eligible only east of SH 146, and north Friendswood is well west of it. A re-roof here goes on under the city’s permit process without a windstorm inspection.
The appraisal district record for the parcel is the quickest answer: the Galveston County Appraisal District on the south side, the Harris County Appraisal District on the north. Give the contractor the address and have them confirm it before they quote. Pricing the wrong rule is a common and avoidable mistake here.
NWS Houston recorded a 59 mph peak gust at Friendswood on the morning of July 8, 2024. Community Impact reported that the City waived building permit fees for Beryl repairs through August 12 of that year. For the current rule, ask the City.
