Every slope walked, the attic checked from inside, flashing and penetrations looked at, the shingle’s age estimated from granule loss and stiffness, and soft decking found by foot. The report comes with photographs and an opinion: repair, maintain, or plan for replacement. It is what a buyer’s general inspector does not have time to do from the top of a ladder.

TDI’s windstorm site has a certificate search, and the Department answers by phone at 800-248-6032, option 3. TWIA keeps its own lookup for the certificates it issued before TDI took over on June 1, 2020. For a Galveston County house, run the search before listing. A roof with no certificate on file will come up, and it is better to know first.
If there is none, a Texas licensed professional engineer can inspect completed work for a WPI-8-E. Whether the roof qualifies is the engineer’s decision; if it does not, the answer is a re-roof to the current code.
For Clear Lake City, Nassau Bay, Webster, El Lago and Taylor Lake Village there is no windstorm certificate to search for: those Harris County addresses are west of SH 146 and outside TWIA. Seabrook is inside.
