Creased tabs are the first sign: a horizontal line across the shingle where it bent back and the mat cracked. From the ground they look like shadows. From the roof they are unmistakable, and a creased tab has lost its hold even if it is still lying flat.
Ridge cap goes next, because it sits highest and catches wind from both slopes. Then the starter course along the eaves and rakes, where the first row of shingles is supposed to be sealed down. Once one course lifts, the ones above it lose their anchor and the damage walks up the slope.
On two-story houses across Victory Lakes, Westover Park and South Shore Harbour, the upper slopes take more than the lower ones, and they are the slopes nobody can see from the yard. That is the argument for having someone walk the roof after a front instead of judging it from the driveway.
On January 24, 2023, an EF3 tornado crossed southeast Harris County. The National Weather Service estimated its peak winds at 140 mph over an 18.7-mile path from near Pearland to near Baytown, most of the damage falling in Pasadena and Deer Park. Clear Lake was south of the track, but the same kind of cold-season system can spin up closer.
On July 8, 2024, Hurricane Beryl came ashore near Matagorda as a Category 1. NWS Houston’s peak-gust table for that morning has League City at 52 mph, Friendswood at 59, Webster at 73 and Clear Lake Park at 75. The honest reading is that the gusts were uneven, and that two neighbors can have very different roofs after the same storm.
On the Galveston County side, size decides it. TDI lists “roof repairs of less than 100 square feet that don’t involve decking” among the jobs that do not need a windstorm inspection. Replace a few tabs and a length of ridge, and that is a repair. Lose a section of decking, or a slope’s worth of shingles, and TWIA’s list applies: “repairing a significant portion of a roof” needs a certificate of compliance, the same as a re-roof.
Temporary repairs after a storm are on TWIA’s do-not-need list, so tarping an opening in a hurry is not the question. The permanent fix is.

It is a contractor walking the roof and the attic, photographing each slope, and writing down what the wind did and what it would take to fix. It is not an insurance inspection. The contractor does not file, negotiate, adjust or settle a claim, and does not offer to cover, waive or rebate a deductible; Texas law bars a roofer from doing any of that. Your agent or TWIA handles the policy side.
Missing tabs, yes. Creased tabs and a broken seal strip, usually not. On a two-story house the back and upper slopes are rarely visible from anywhere on the lot.
Before the next one. A creased tab that held through one front often lets go in the next, and water under a lifted course reaches the decking quickly in this humidity.
